Who Phil remind you of ?

I'm reading the book "The Brief and Frightening Reign of Phil" so i can finish my book report for school, and i'm suppose to tell how his characteristics poke fun atcertain aspects of politicians or leaders, but i'm having hard time relating him to any politicians/leaders in the country. HELP
